Protected Area Permits (PAP) for Foreign Tourists in Ladakh: Rules & Routes

If you are an international traveler (holding a non-Indian passport or an OCI card) planning to ride a motorcycle in Ladakh, the rules for visiting remote areas are fundamentally different than those for Indian citizens. Indian nationals require an Inner Line Permit (ILP), which can be easily obtained individually online. Foreign nationals, however, **must obtain a Protected Area Permit (PAP)**. This document is subject to strict conditions regarding group size, routes, and restricted areas. Here is our guide to understanding and securing your PAP to avoid being stopped at military checkpoints.
1. Protected Area Permits (PAP) vs. Inner Line Permits (ILP)
Under the Foreigners (Protected Areas) Order 1958, certain border areas of Ladakh are classified as "Protected Areas" due to proximity to the international borders with Pakistan and China. Foreigners cannot apply for an ILP. You must apply for a PAP, which carries the following strict legal conditions:
- The Two-Person Rule: By law, a PAP cannot be issued to a single traveler. It must be issued to a group of **minimum two foreign nationals**. You do not have to ride together on the road; your names just need to be on the same permit document.
- Registered Travel Agent Only: Unlike domestic tourists who can self-verify permits at the TIC office, a foreign national's PAP **must be processed through a registered local travel agency** in Leh. You cannot apply for a PAP directly on your own.
- Restricted Duration: A PAP for foreign tourists is typically issued for a maximum of 7 days at a time, whereas domestic permits can be valid for up to 15 days. If you plan to stay in the valleys longer, you must coordinate with our office to secure a second permit extension.
2. Accessible Circuits for Foreign Nationals
While Indian citizens can visit almost any open border zone in Ladakh, foreign nationals are limited to specific tourist circuits. As of 2026, foreign tourists are permitted to visit:
- Nubra Valley Circuit: Leh -> Khardung La -> Diskit -> Hunder -> Turtuk -> Tyakshi. You are allowed to go all the way to Turtuk (the Balti village near the Line of Control).
- Pangong Lake Circuit: Leh -> Chang La -> Tangtse -> Spangmik -> Man -> Merak. You can stay in camps along the western shore of Pangong Tso.
- Dah-Hanu & Aryan Valley: Leh -> Khaltsi -> Dah -> Hanu. Famous for the ethnic Drokpa community.
3. The Big Red Lines: Hanle, Umling La, & Chushul
It is critical for international riders to understand that **foreign nationals are strictly prohibited from visiting Eastern Ladakh (Changthang) border points**. This includes:
- Hanle (site of the Indian Astronomical Observatory and Dark Sky Reserve)
- Umling La Pass (the world's highest motorable road at 19,300 feet)
- Chushul, Tsaga La, Loma, Nyoma, and Demchok
There are no exceptions to this rule. Military checkpoints at checkpoint gates (such as Loma and Tsaga) verify passports and turn back all foreign nationals. If a travel agent promises they can get you a permit for Umling La, they are misleading you, and you risk arrest or deportation if caught in restricted border zones. If you want the ultimate high-altitude pass experience, your target is Khardung La (17,582 ft) or Wari La, both of which are fully open to foreigners.
4. Document Requirements for PAP
To process your Protected Area Permit, you must provide our Leh office with:
- A copy of your **valid Passport** (photo page).
- A copy of your **valid Indian Tourist Visa** or **e-Visa**. (Please note: a diplomat or journalist visa is subject to much longer approval times by the Ministry of Home Affairs).
- Your **stamp page** showing your arrival date/port of entry into India.
Once you send us these documents, we can have your PAP printed, signed, and stamped by the Leh District Magistrate office within 24 to 48 hours. Keep **8 to 10 photocopies** of your stamped PAP in a waterproof pocket; you will need to submit one at each army checkpoint (South Pullu, North Pullu, Tangtse, etc.).
